英文信件中，经常并列出现To: 和 Attn.:
如果发信人是发给一个ZF重要部门，这两个称呼到底应怎么翻译呢？
查了查安装的词典，attn.的解释，许多都是简单地解释为attention或for the attention of。
看了看下面在网上搜到的解释，感觉To应该理解为“收件人”（如果对方是部长，过去没有与寄信人有过联系，翻译成“联系人”似乎不妥）。
Attn.翻译成“收阅人”似乎比较合适（一个普通寄信人，要求收阅人审阅办理某事，但是由于双方地位悬殊，简单理解成“经办人”似乎不妥，转呈也不合适，部长转给一个下级，用呈不好。简单地说转交，似乎暗示着，收到信件的部长不能阅读或做出相应决定（或许）？）。
