查了下,各大词典对这个问题还真是有争论,我觉得长远来看,otherwise作为连词会越来越被接受。
AHD 5 的观点认为 otherwise 可以看做连词,用逗号连接两个句子,多用于非正式文体(用法小组51%的人反对这种做法)。正式文体中更倾向于传统的做法,前面加分号或句号。
原文如下:
Usage Note: When used to connect two related clauses, otherwise is usually classified as a conjunctive adverb, which by grammatical tradition should be preceded either by a semicolon or by a period. But because otherwise often means "or else" in these contexts, and or else behaves as a subordinating conjunction, otherwise is often treated as a conjunction and is preceded by a comma, sometimes even in publications that predominantly treat it as a conjunctive adverb. This usage tends to be more common in narrative and dialogue: "Mr. Radish is flabby, slope-shouldered, otherwise he'd be tall as Ira Early. But lacking what you'd call dignity, stature" (Joyce Carol Oates). Copyeditors tend to prefer the more traditional punctuation using the preceding semicolon or period. The Usage Panel supports this practice without roundly condemning the alternative. In our 2006 survey, some 51 percent rejected a sentence in which otherwise is preceded by a comma (The store must be open, otherwise there wouldn't be anyone inside). But 70 percent said that this sentence would be acceptable if a semicolon was used. · When introducing a new clause, otherwise is often followed by a comma: "On Thanksgiving, the staff got an hour for dinner; otherwise, the schedule was the same" (Janet Reitman). A preceding comma is required when otherwise is used to introduce a contrasting phrase and means "in another manner:" The student has symptoms of pertussis, otherwise known as whooping cough.
国内著名的《英语常见问题解答大词典》也认为otherwise可做连词,虽然出版年代较早,但对很多用法还是比较宽容的:

请问otherwise果真不能用作连词吗?
【答】 otherwise既可用作副词(意为:“在其他方面”、“除此之外”、“别样”),亦可用作连词(意为:“否则”、“要不然”)。例如:
1.The house is a bit small, but otherwise it's very nice.(副词) 这所房子小一点儿,除此之外倒都很好。
2.Their plane was late but otherwise they had a good trip.(副词) 他们的飞机晚点了,但除此之外他们的旅途还是很愉快的。
3.I can't say otherwise ... 我不能不这样说……
4.Hurry up, otherwise you'll be late.(连词) 快点儿吧,要不你就迟到了。
5.Take a taxi, otherwise you'll miss your train.(连词) 叫一辆出租汽车吧,要不然你会误了火车的。
Garner's Modern English Usage 第3版和最新第4版均认为,otherwise不应该用作连词,前面应该加句号或分号,另起一个句子。其中有句话挺搞笑,这种马虎的用法主要出现在英国,哈哈哈。。。 看到这里笑死我了

B. As a Conjunction Meaning “or else.” This slip-shod usage, which leads to RUN-ON SENTENCES, occurs primarily in BrE. Otherwise shouldn’t connect two clauses in a compound sentence—e.g.:
• “It’s got to be attractive, otherwise people won’t go there.” George Martin, “Why My Montserrat Is More than Just a Home for Retired Rockers,” Evening Standard, 11 Sept. 1997, at 23. (Put a period or semicolon after attractive and a comma after otherwise. Or else change otherwise to or else.)
• “The alliance needs to receive clearance from London, Washington and Brussels by November otherwise BA and American may not be able to launch joint services in time for next summer’s timetable.” Michael Harrison, “Brussels Urged to Relax Stance on BA Alliance,” Independent, 12 Sept. 1997, at 21. (Put a period or semicolon after November and a comma after otherwise. Or else change otherwise to or else.)
• “But they cannot afford to do this, since they must believe that their view is correct, otherwise why would they be bothering to put it forward.” Richard J. Evans, “Bound by the Web of Facts,” Fin. Times, 13 Sept. 1997, at 4. (Put a period or semicolon after correct and a comma after otherwise.)
In each of those sentences, a period or semicolon should precede otherwise; after otherwise, the comma is optional but preferred.
