India’s 300,000 mail carriers have a new job today: carrying a smartphone and a biometric reader on their bicycles to offer banking to millions of consumers in far-flung areas. Accounts will be linked to the individuals’ Aadhaar, a unique, biometrically verifiable number. By the end of 2018 India Post’s 155,000 branches—three times as many as all commercial banks combined—will be onboard, creating the largest banking network in the country. This is all part of the government’s new push for “payments banks”. These institutions will allow balances of up to 100,000 rupees ($1,400), and let users send money domestically and pay utility bills. Four private competitors will join in too, including Paytm, backed by China’s Alibaba. They will operate through a network of stores, hole-in-the-wall shops and petrol stations. The World Bank estimates that 190m Indians do not have a bank account. Payments banks are intended to change that.
