Speexdrop is a very simple, handy converter offered by the speex file format developers which is quite easy to use and it either converts wav formatted files to spx format or spx to wav. its a portable app so you do not need to install anything.
working with it is as quite simple as dropping files into the application, you just need to drop either wav formatted file into it or spx formatted file and outcome is the converted file
quality adjustments:
by right clicking on the app you will see these two options:
1. encoding options
2. decoding options
