大意是，（美国边境代理在一些边境过境处 xxxx 之后）从墨西哥带货往美国的货车（在过关时）要有数小时的耽搁。

有几处不太明白的地方：
1.【immigration duties】移民税，货物通关有这个税种吗？为什么不用【customs duties 关税】
2.【U.S. border agents】边境代理，是官方机构还是私人帮人带货的代理？
3.【after U.S. border agents were given immigration duties at ... 】后半句为什么写这么别扭的句子？（美国边境代理被给了移民税？）（美国边境代理收到移民税？）

给你一个建议，手边备一本英汉词典，英英的我看指望不上了。

agent

执法官;政府特工人员;政府代表

a federal agent联邦执法官(指警探等)
an FBI agent(美国)联邦调查局探员
the secret agents of a foreign country外国特工
a revenue agent税务官

这不是英汉大词典有的义项吗？

政府的人都跑去履行移民这方面的任务去了

duty

职责,职务;军兵役
