1. 指 ratification。
2. 与现实相反的虚拟语气,if从句用过去时,主句时态也跟着变化。
若现实是共和党掌控着众议院,则可以说成 if Republicans hold the House, ratification will have proceeded smoothly.
(如果共和党掌控着众议院的话,批准的事在这个时候将会已有顺利进展。)
可上述假设不是现实,所以只能用与现实相反的虚拟语气:
if Republicans held the House, ratification would have proceeded smoothly.
(要是共和党掌控着众议院的话,批准的事在这个时候本该已有顺利进展了。)
3. 是“如果”的意思。译者应该是出于整体行文流畅的考虑吧;“如果”本身没有转折的意思。
回到图中例句,它是把下面两个句子合在一起了。
(1) ratification might proceed smoothly.
批准有望进展顺利。
(2) ratification would have proceeded smoothly if Republicans held the House.
(1) + as... as... + (2) =
ratification might proceed as smoothly as ratification would have proceeded if Republicans held the House.
再简化一下:
ratification might proceed as smoothly as [it = ratification] would have [proceeded 省略] if Republicans held the House.
=
ratification might proceed as smoothly as it would have if Republicans held the House.
