1.牛津词典单词中的隔点的作用是什么？比如per·man·ent·ly /ˈpɚmənəntly/
2.per·man·ent·ly /ˈpɚmənəntly/应该怎么发音？是ˈpɚmən.əntly还是ˈpɚmə.nəntly？

The headwords in the print dictionary are divided with the · symbol, but this is to show where the word can be broken across a line, rather than where the syllables are (though of course sometimes they correspond).

可以换行断开，或者划分音节。你多看看多音节词，如果都断开了那就是划分音节。不过最好还是能找到词典的说明。
读法肯定是后者呀，辅音当然要和元音拼起来了，不然多别扭。

發音的話，你找真人發音詞典聽就行，不用糾結音標怎樣。
