请问高手最后一句(加粗)是啥意思?能不能讲下其语法结构, 拜谢!

楼上的把语法说了，我说一下，这里的push back不是推迟，是「抗拒」：

3. To resist, oppose, or protest something. The management tried to restructure the way employees' pensions would be paid, but workers pushed back hard. People are pushing back against proposed legislation that would limit their ability to travel outside the country.

抗议者的诉求里面，有要求民主化改革的呼声，还有要求调查警察施暴的声音。不过，禁蒙面法实施以后，抗议者更为抗拒这项法律，担心禁蒙面法迈出了第一步，让他们的权利与自由遭到蚕食。

其实这句话「but」转折得不是太好，转折关系不明显，只能理解为该法出台以后，人们本来只是抗议XXXYYY，现在加上了ZZZ，也许还可以翻译成「……抗拒情绪加深了」

原文的后面，pushing back on……又用了一次，but也又用了一次，可以看看，检验一下我说的对不对

但在。。。禁令生效后，抗议者们已经开始抵制，他们害怕该禁令会逐步侵害他们的权利和自由。

what they fear could be the first step *on的宾语，意为“他们担心是……第一步的东西”
in （their rights and freedoms） being encroached upon.介词短语修饰step，括号里面是-ing结构的逻辑主语，意为“蚕食他们的权利与自由”

push back on 应该是抵制之意.我现在认为的意思是: 禁蒙面法生效后，抗议者抗拒这项法律，(因为)他们担心禁蒙面法可能是呑食他们权利与自由的第一步。
