首先考虑impose 这个时态只能是过去式,这样就导致before从句的主句,即leave这里只能考虑使用过去完成时。
至于市长的say,可以使用过去式,也可以使用现在完成时。但用现在完成时是有语境的需要。请体会下面这个语境中就不宜使用过去式:
The setting is one of the government's routine pressers on the ongoing Covid-19 outbreak.
Thank you. I'm a journalist from xxx. China's health authoraties have reiterated that they are perfectly able to mitigate the spread of this deadly disease even during the Lunar New Year holiday rush. But the mayor of Wuhan HAS SAID that approximately 5 miilion people had left the city before the quaratine mandate was imposed. My question is how will the Chinese government assure citizens that this huge legion of outgoing travellers, or more to the point, evacuees, as are called by foreign media, who have fled to the rest of the country including major cities like Beijing and Shanghai, are symptom-free and not contagious?
当这名记者回去后写报道的时候,同样的say这个位置就宜用过去式。请看如下的语境:

所以单独拿出一个例句对比两种时态的区别是毫无意义的。时态的潜含义只能在语境中读出来。
