One to whom a mortgagor gives a mortgage to secure a loan or performance of an obligation is referred to as a Mortgagee.
One who gives a mortgage on his or her property to secure a loan or assure performance of an obligation is referred to as a Mortgagor.

抵押人是指通过向债权人提供一定的财物作为抵押从而担保债务能够履行的债务人或者债务人以外的第三人。
抵押权人是指对抵押人抵押的抵押物享有一定权利的人，抵押权人是有抵押作为担保的债权这一债权债务关系中的债权人。

1、把每一个词的意思搞清楚；
2、参照上面的界定，看懂这两个句子很容易。

抵押人给予抵押以获取贷款或者保证履行义务的接受人，称为抵押权人。
以自己的财产作抵押以获取贷款或保证履行义务的人称为抵押人。

抵押权人，是指对债务人享有债权，并在债务人不履行债务时得就抵押物优先受偿的人。抵押权人就是受抵押担保的债权的债权人。抵押权是由债务人或第三人就其提供抵押的特定的财产所设定的物权。

翻译很简单，因为只不过是对受抵押人，和抵押人的界定而已。翻译可以参照中文对那两个词的界定。

知道意思了，语法分析应该就没必要了吧，得意忘言嘛

这2句结构一样的。都是定语从句修饰one。第一句to whom 是吧介词to放到关系代词前面。
