尝试一下，不能完全确定。这句中，先判断not ....but...并列结构，确定主要的选择性的信息，然后就是两个平行结构中的具体理解，前半部分是 not so much as ...的理解，后半部分的难度在于that is 的理解。polities 应是politics 之误拼吧。

which开始到necessary结束，定从修饰那些短暂的概念。 that is开始到最后指明这里所说的“概念”。

此处“观念”一说言表的，与其说是历史长河中来来去去，因应而生的政见，倒不如说是时常立足当下，对政治社会相关进程形形色色的反思（高度概括？滑稽）。
