本来就是optional的,不是非要变重音位置不可

Longman Pronunciation Dictionary:
The stress distinction between verb •ˈ• and noun ˈ•• is not always made consistently. Nevertheless, in a British English preference poll 85% preferred to make this distinction (as against 7% preferring ˈ•• for both verb and noun, 5% •ˈ• for both, and 3% ˈ•• for the verb, •ˈ• for the noun).
OED2也说了,increase的名词意义、动词意义古音(!)是一样的,变重音是晚近的事情:
increase, n. /ˈɪnkriːs/formerly/ɪnˈkriːs/ The shifting of the stress is recent. Todd remarks ‘the accent..has, in modern times, been often placed on the first syllable, by way of so distinguishing the substantive from the verb’. ˈIncrease appears in Walker 1791, Perry 1805. Some later dictionaries have both inˈcrease and ˈincrease: so in Tennyson.
increase, v./ɪnˈkriːs/
