黑体字是什么意思，我不太明白，做出错误决定的警官认为这是一个被阻塞的主题情况？什么意思？该警官到底当时是怎么看待这个事件的？

此次事件最开始被认为是关门阻挡（barricadedsubjectsituation），并不认为是枪击事件

我是这么理解的：（警官）做出了这个决定，即认为现在的情况是这个人没有犯罪的嫌疑。
不知道理解的对不对，还请大佬们指点。

A decision (was made)// that (修饰decison) // this was a barricaded subject situation 虽然没学过什么语法。但大致能够断句。我这样翻译，一个决定被作出，内容就是，这个是一个对象被围困的情况。
