请问这里的“used to”的意思？

前辈们好，以“ah”在oald中的解释为例：

used to express surprise, pleasure or sympathy, or when you disagree with somebody

我知道 “used to”是 “过去经常” 的意思，“be used to”是 “习惯于” 的意思。

那上文中的“used to”是这两个意思中的哪一个呢？

还是说这是动词“use /juːz/”的过去式"used /juːzd/"？所以这里的“used to”应该读作 /juːzd tu/吗？

本人菜鸟，麻烦前辈们指点一下。

这里的used to 就是 2楼所说的那个意思，Ah used to express surprise, pleasure or sympathy, or when you disagree with somebody. Ah 用来表达惊讶，愉悦或者同情，或者用于你不同意某人时。
至于used to在这里的发音，可以参考longman pronunciation dictionary.

used 是 use 的过去分词，被动语态；to express 不定式。

你所说的used to的两种含义，都是在used to作为一个整体词组的情况下，读音均是/ˈju:st tə/。

used to还有第三种情况，即used是作为use的被动语态形式的过去分词而存在，读作/juːzd/，to是跟在used后面的动词不定式的符号。显然，在这种情况下，used和to并非一个整体，而是相对独立。你所列的句子，就是这种情况。

下面再举几例：

In this context the word is used to express that the American was happy to help you and will be willing to help again in the future.
在上下文中，这个单词用来表达老美们愿意帮助你，且在将来也愿意为您效劳！

The example stored procedure is used to insert data into a set of tables that are used to partition sales data for a year.

会不会是这样，牛津那个解释并不是要写成一个句子，而是用一个use的过去分词做这个词的定语。
相当于：ah (which is) used to express...，因为ah在词条有了，所以不想写了就省略了
